What's actually happening — the facts
In March 2026, Work and Pensions Secretary Pat McFadden announced that 16 apprenticeship standards would lose government funding, with the axe falling on 1 September 2026. The stated aim: redirect finite apprenticeship money towards younger learners.
Two of the axed standards matter enormously if you're trying to move into management or delivery:
- Level 3 Team Leader — 12,670 starts in 2024–25. Only 80 of those were under 19: this was overwhelmingly a route for working adults.
- Level 5 Operations Manager — 12,530 starts in 2024–25. The main funded route to a Level 5 management qualification.
Also going: Level 5 Coaching Professional, Level 6 Chartered Manager and Level 4 Lead Practitioner in Adult Care, among others. Around 619 training providers currently deliver the affected programmes (reported by FE Week).
What it means for you
If you were planning the apprenticeship route
The free route to a recognised management qualification closes. What doesn't change: employers still need people who can run projects and teams, and they'll still ask the same interview question — “walk me through a project you've run.” You now need a different way to get the qualification and the evidence.
If you're an employer or L&D lead
Your levy no longer buys Team Leader or Operations Manager development. Your pipeline for first-line and mid-level delivery talent needs a new supply — one that doesn't take 18–30 months or lock people into 20% off-the-job time.
If you're leaving the Forces
Your funding is untouched. IRTC and Enhanced Learning Credits are MOD resettlement money, completely separate from the apprenticeship levy system. While civilian funding shrinks, your route stays open — start here.

Which apprenticeships are being defunded in September 2026?
16 standards lose funding from 1 September 2026, including Level 3 Team Leader (12,670 starts in 2024–25), Level 5 Operations Manager (12,530 starts), Level 5 Coaching Professional and Level 6 Chartered Manager. Announced by Pat McFadden in March 2026.
Can I still start one before the deadline?
Technically yes — starts before 1 September are funded and existing apprentices complete their programmes. In practice, enrolment windows, employer sign-off and provider paperwork mean the door has already shut for most people.
Is an ILM Level 5 the same level as the Operations Manager apprenticeship?
Both sit at Level 5 on the Regulated Qualifications Framework. The apprenticeship was a broader 18–30 month programme with an end-point assessment; the ILM Level 5 at DDA is earned in six weeks through assessed real-project work and a portfolio.
Is MOD resettlement funding affected?
No. IRTC and Enhanced Learning Credits are separate from the apprenticeship levy system. Service leavers' funding routes are unaffected.
Do I need my employer's permission or levy money?
No. DDA is open enrolment — self-fund or have your employer pay directly from a normal L&D budget. No levy, no 20% off-the-job commitment.
